Subject: Outstanding Report, CRB checks; Executive Director Sonia Sharpe.

Dear Councillor Paul Scriven,

Last Wednesday, at Full Council, I asked the question, “What’s the point?”

The explanation behind the question was generally in support of you, although was not political.

You were acknowledged as having given a good response to my question last January at Full Council. Yourself, all members, and the public, would therefore be entitled to expect that report.

The principle was that elected members and citizens believe that the will of Full Council shall be applied – if not – What’s the point?

In your reply, you said that you did not remember any case where the will of the council had not been carried out, there perhaps being one resolution outstanding. You stressed that the power of the Full Council was sovereign.

To remind you, here is a copy of the question last January:

1. Child Safety On 5 November 2008, this citizen asked about why there was no evidence of CRB checks having taken place when the council used a third party, later identified as Common Purpose. Elected members will recall the response and the publicity. However, since then, the third party has continued to be used, and there is still no evidence of CRB checks. Nor are there today any specific mandatory proposals for third parties in the council’s paper presented today. The council intends to continue using this third party throughout this year. What’s going on?

You replied along the lines that the council had a statutory legal duty for CRB checks regardless, before any person is allowed direct access to children. This was a good response, received with due thanks.

As the Executive Director responsible for this issue was present to give a presentation about child care and corporate parenting, You directed that Dr. Sonia Sharpe also provide an answer to the question.

Dr Sonia Sharpe mentioned that the courses are delivered by third parties. More importantly, Dr Sonia Sharpe also stated along the lines of :

“We believe that those delivering our courses do not need a CRB check, but we will check and come back on that.”

You closed with, and this is a direct quote;

“ I look forward to receiving a copy of that response. ”

Therefore, by now, elected members, and citizens, can reasonably expect to have received the response by now.

Of course, the information would apply to all applicable activities, but for now assurance is sought concerning the Common Purpose event that involved council officer Lee Adams and Cabinet Member Andrew Sangar in April 2009.

My question to Full Council in February was along similar lines:

“Who is in charge?”

The explanation behind the question included references to decisions made in Full Council but not applied. Among these were :

- The repeated promises, no doubt made in good faith, to provide written responses and information

- The received responses, and expectation, of a report to be presented back to this chamber, for example, the promise at last month’s FC.

You replied along the lines that, in your view, the Council was a Member-lead organisation.

I therefore look forward to receiving a copy of the formal response of Sonia Sharpe to Full Council on the issue of CRB checks applied to all Common Purpose activities involving minors. Hopefully, the report will include the details of all such Common Purpose events, along with the details demonstrating compliance.
